You can do the marksmanship but if memory servers correctly the firearm activity can also be satisfied with a copy of the HSC.

      Two things:
As was mentioned before get another receiver from the CMP.
Also, check your barrel and see if it has 4 grooves or 2 grooves. Many of the converted/welded Garand receivers come with barrels that were pieced together using a Garand barrel stubb and a reprofiled 1903 Springfield barrel. Ask me how I know.
If you have a 2 groove barrel, you have one of these abortions. If you have a standard 4 groove barrel, you can check for a faint seam at the taper just in front of the chamber.
If you have a two piece barrel, it should be replaced. You can find new made Tanker barrels on eBay for about $140. Or get a new one from Criterion for about $225.
Once you get the parts, I can help you put it together as I have all the tools. If you live close enough that is. I built my own, and it does work.

First, buy a really nice presentation case and put that rifle on the wall. Save money trying to fix said "tanker" for...

Second, order a service or better grade Garand from the CMP. I just took mine out for the first time and it was a joy to shoot. They are very addictive because now I want a SA with GI wood (mine is a HR with a new walnut stock).
