    Question about 10 day wait C&R longarms

    Ok - need some help - I've search high & low for the answer online but can't seem to find the legal reference. Per the CA DOJ website:

    Q: Are there any exemptions to the 10 day waiting period?
    ...
    A: Persons with curio and relic collector's licenses issued by the ATF and who have a valid Certificate of Eligibility issued by the DOJ are exempt from the waiting period only when purchasing curio and relic firearms.


    My understanding is that for C&R longarms a Class 3 C&R dealer should be able to recieve C&R rifles without a COE and with no waiting period from out of state sales. Am I wrong? - The seller I'm working with is taking the CA DOJ FAQ as gospel. If you can give me the legal reference that would help.
    If CA Gun Laws applied to Freedom of Speech:
    Register your speech then wait 10 days to talk, Make sure what you say is on the State's approved list, Don't speak more than once month without a background check. Limit your speech to your home or to an approved speech range away from the public.

    If you are buying a C&R Long gun, over 50 years old from someone out of state, it can be shipped directly to you as an 03 FFL. No COE or waiting period required.

    This changes in 2014, but for now it is fine.

    On Edit: Refer them to Empire Arms' page, he has been selling to CA 03 FFLs forever, and spells it out quite clearly.

      CnRCollector - you are neither a "Class 3" nor a "Dealer"

      Your "Type 3" C & R "Collectors" license allows you to only by firearms classified as C & R for your own collection and you are not to "deal" in firearms.
      Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

          No problem. Just don't want a noob reading it and thinking thay could deal in Class 3 firearms with a Type 03 C&R FFL.
