One problem area that is rather infamous for causing sticky bolt action in Mosins is the chamber, particularly in/around the lugs where the cosmo can get really gunked up and nearly harden through many years of storage.
I put the barrel, chamber end down, in a pot of boiling water and give it a good boil for 15 to 20 minutes, then follow that up by putting some very mild abrasive bore cleaner on a cleaning pad, wrap it around a 20 gauge on a short rod and use a power drill to really polish/clean the chamber.
Worked like a charm on a Mosin 91/30 that was giving me fits with bolt problems.
