    I live in the city of San Diego. Who do I send the copy to- Sheriff or Chief of SDPD?

    the Chief of Police in the City you live. So that would be the San Diego Chief of Police.

      The standard answer is, if you dialed 911, who would come?

      If you are in the city limits, it is most likely SDPD.

              I just go to the main counter at the local PD and hand them an unsealed envelope (with all the b.s. in the envelope)with Attn: Police Chief Elmer Fud. And tell that officer what it is and that BATFE has that in there procedure. Then walk away....Done your part.

                thats one way to do it. and some people have gotten grief trying to do that.

                For me, it seems to be easier to just put a stamp on the envelope and drop it off in the mail. Do that and you've done your part.

                  That's what I did, I just folded it up and stuffed in an envelope and mailed it to them. No explanation, nothing. The form itself is self evident.

                  Edit: Oops I forgot, I did send a note. Something to the effect of "As required by law I am to send you a copy of my BATFE FFL03 license application"

                      I did the note thing 6-7 years ago when I sent in my first 03FFL app. For the renewal, and then the New 03FFL app after I let the old one expire, I just sent the app. never heard anything from the PD regarding any one of those apps/renewals.

                      its cool if you are passing right by and they just let you drop it off. Unfortunately, there have been more than a few cases where the applicant has been "questioned" by the officer he is trying to drop off the app to. why are you giving this to me? Are you going to be selling guns in my city? You can't have a gun shop in your home. Etc.

                      Drop in off in the mail and you eliminate that hassle. There have been cases where the PD has mailed the app back to the applicant with a letter asking him what it is about, or that it is tellling the applicant that he needs to contact the business license dept. or some other BS. At that point, you just file the letter with your documents. That is proof that you did deliver the app to the PD. that they didn't know what to do with it is not your problem.

                          That is why you seal the envelope, and address it to the chief.

                          I mailed my first one, with a brief cover letter. When I did my change of address, I dropped it off, also with a cover letter, since the change of address form is the same document a gun store would use to move locations.

                          "This is for the Chief" "OK, thanks"

                            I'm in SD and I just sent it to the chief by USPS without a cover letter. I did include ATTN: FFL03 C&R Application on the front. I figure I've done my part and if the PD can't figure out what to do with that form, well...I tried.

                              This might be more than some think is necessary, but for those who want to include one, a generic letter to your CLEO may be:

                              Attn: Chief Law Enforcement Officer [their name]

                              Enclosed, as per BATFE requirement, please find a copy of my form 7CR application.
                              In Ref. to section "Information for the Chief Law Enforcement Officer" on page 2 of the application,
                              no action is required on your part pertaining to the enclosed.

                              Should you have any questions, please do not hesitate to contact me at the number listed below.
