Likely swamped.

Everyone was holding off and saving their $150 because they felt the lawsuits against AB962 would prevail.

When the CGF suit was put aside, they probably received a few thousand applications in mid-late January.

I applied for mine a year ago, and both my 03 and COE arrived within 3 weeks of my mailing the applications.
03 applications have been backlogged as long as 2 months since last summer.

Even though AB962 was shot down, I'm maintaining both. I paid for the Livescan, it's $22/year to maintain the COE. There is absolutely no reason not to, and beneficial in the removal of the 10 day wait for C&Rs, and depending on how the lawsuits go, it may eventually work for the 10 day wait on modern guns (that is wishful thinking, don't read anything into it).

Yup.

Two page letter. Both have the return address on them.
One is the letter informing you of the opportunity to renew.
The second page is the actual renewal form. Options to change any contact/address information, place to sign "no changes", etc...

You probably can't renew without that page.
I should have made a copy of mine for next year.
