    Correct. C&R handguns are exempt from the safe handgun Roster. Just find a local dealer who doesn't charge too much for transfers. Some charge $50 out the door, some charge $200 out the door. I'm happy when I can pay $70 for an out of state transfer. Make sure you verify what the total price will be, including the California DROS charge. And if the out of state seller is not an FFL make sure your local dealer will accept the shipment directly from a non-FFL. Some dealers have a policy of only accepting shipments from other FFLs. And if the out of state seller is an FFL, make sure they don't mind signing up for California's CFLC system before they ship the firearm.

        you're asking for someone to make a "straw purchase" for you. and that is illegal! you need a handgun safety certificate and a 01ffl to transfer it to you.
