        go here: http://ag.ca.gov/firearms/forms/pdf/coeapp.pdf and fill out the paperwork online. then print two copies (i kept one for myself just in case) then look for a live scan location. i think that most UPS store locations have it or police station. DOJ has a link that shows scanning location near your zip code. Then just there with the filled out forms. They will scan you finger/hands, verify your drivers lic etc. they will stamp one of the sheets and that's it! cost $81-100 then send the form.

          i got my COE today in the mail! looks like they issued it yesterday and it took one day to get to me.

            I been waiting for a month and still counting. Judging from all the responses like 1~3 weeks on this post, I hope they didn't lose my application.... sigh
