    C&R License and CA laws

    This is probably a dumb question, but does a C&R license allow a person in CA to have any guns that he/she wouldn't be able to have otherwise? or does a C&R just make it easier to obtain CA legal rifles by cutting-out the middleman(FFL and associated fees).

    No exotic guns, just easier/cheaper for the classic, over 50-years-old stuff.

      Don't forget that it also provides discounts when ordering from companies such as Midway and such.

      Combined with a COE it allows exemptions from the "more than 1 handgun every thirty days" and "10-day wait (C&r Handguns)" rules

        That's a benefit that quickly pays for the $30 C&R FFL license fee (valid for three years). Places other than Midway ofer discounts for C&R holders.

        Indeed. For those who collect modern handguns, the combination of a C&R FFL and COE is a huge benefit. The C&R FFL is $30 for three years. The first year of the COE is the most expensive, about $100, mainly due to the LiveScan fingerprints. Subsequent renewals are much cheaper. I just renewed mine, and I paid $22.

        The ten-day waiting period exemption applies only to C&R handguns.

            Bottom Line.... you will save $$$ if you utilize what the C & R has to offer to anyone that collects older weapons or buys parts and tools to maintain what you collect. In the case of sites like Brownell's for parts and tools, I have saved loads.

              C&R FFL and CA COE, CA DOJ Firearms FAQ

              Hi, Here is what can be found on the CA DOJ Firearms division website:



              FAQ 18.
              Persons with curio and relic collector's licenses issued by the ATF and who have a valid Certificate of Eligibility issued by the DOJ are exempt from the waiting period only when purchasing curio and relic firearms.

              PC sections 12078 (t)(1)
              (t)(1) The waiting period described in Sections 12071 or 12072 shall not apply to the sale, delivery, loan, or transfer of a firearm that is a curio or relic, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations, or its successor, by a dealer to a person who is licensed as a collector pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto who has a current certificate of eligibility issued to him or her by the Department of Justice pursuant to Section 12071. On the date that the delivery, sale, or transfer is made, the dealer delivering the firearm shall transmit to the Department of Justice an electronic or telephonic report of the transaction as is indicated in subdivision (b) or (c) of Section 12077.

                I've had the C & R for years, never got the COE. Is there a list of places in SF Bay Area where LiveScan is done? I presume the COE paperwork can be had through CA DOJ.

                      C&R's DO NOT SAVE $$$

                      The notion that C&R saves money is a total farce!

                      How can something that facilitated me in buying 5 rifles within 4 weeks, and will inevitably get me into reloading saving me money?

                      C&R's are a total money pit. I've been penniless since receiving mine.

                        Folks,

                        It appears to be super easy to get a C&R FFL - am I missing something here?

                        1) Fill out form
                        2) Write check for $30
                        3) Send one to ATF
                        4) Send one to local LEO's
                        5) Wait and rub hands gleefully

                        Then:

                        1) Apply for COE
                        2) Wait for COE - rub hands again


                        Is it really that easy??

                          1 through 5 are super easy. I haven't yet gotten a COE - I'm not sure how or where in the SF area to get the forms & prints done. Any advice from those who already have?

                            I ended up going all the way to the UPS Store in Daly City due to hours and walk in service but that's mainly because I didn't want to make an appointment at one of the LE locations.

                              What does SOC (below place of birth) on the live scan form mean?

                              Bah, found the answer - SOC = Social security number. I guess SSN is too long.
