No. An 01FFL-to-03FFL still requires a DROS and 10-day waiting period for all firearm transactions. The exception to this is if the buyer has both an 03FFL and a COE.

also if I want to sell a C&R rifle to my neibgor and he does not have a drivers licence can i accept a matricula consular card

Hhmm.... I wouldn't take it, too close to the edge for me. I don't believe that to verify CA residency, and if the sale is not to a CA resident then I'd have to fall back to the Fed guidelines for an intra-state transfer and I'd need an FFL from the individual to meet those requirements.
