We've got two whole other threads on this topic, but there's simply no requirement for this. Someone who holds no license at all, isn't forced to somehow comply with nonexistent record-keeping regulations that no longer apply to them anyway. Applying for an 03 did not bind you in some decades-long contract. When you have a license, you keep records. When you don't, you don't.

Exactly. It only applies to BUSINESS licenses. FFL 03s are just for collecting and we are not subject to the requirements that businesses have to follow.

It was confusing since you replied to a response about C&Rs

If you apply for a new license just a month or so after your license expires, the BATFE will generally just renew your old license.

So beware trying to reapply quickly after your license expires.

In Calif you also need a Certificate Of Eligibility (COE). But that wont allow you to "buy" C&R firearms "online"...

If the firearm is out of state the C&R firearm will need to be shipped to a 01 type FFL, then transferred to you via a DROS.

In Calif you can't have any C&R firearms shipped from out of state directly to you.

AFAIK if the C&R long gun is being purchased from within Calif. (seller and buyer are in Calif.) it can be shipped directly to you.

                  Long guns only no handguns.
