Conversion cylinders for cap and ball

Any laws that I need to be aware of for getting and using a cartridge conversion cylinder for a cap and ball revolver in this state?

I've been loading black powder cartridges for a while. So no problems with that.

Just don't want to run a fowl of the law.

Nothing wrong with getting and using.
Just can't sell it with the cartridge cylinder installed.
Otherwise most makers say not to get too hot on the loads for these cylinders and for steel frame gun use only.

The way I understand it, if any machining/fitting is involved, it is manufacturing, which is a federal thing.
Howell will not do it without transferring it back, and all the fed/cal hoops that go along with it, while Kirst will.

Quiet posted in 2019 that this violates handgun laws. No engraving, not registered as modern firearm. serial number not in afis. If confiscated could face charges. Someone should check with doj and see what real answer qwould be.

Kirst are very expensive. Howell used to be the most popular but I do believe Howell supply is going to be temporarily or permanently meager, compared to the past.

If you want a conversion cylinder now is the time to buy one. May not be able to do that later.

A Howell conversion cylinder for Pietta 1860 Army, very popular make and style of gun. Conversion cylinder for it discontinued by manufacturer (according to Midway). And my searching found them not available any of the places which have sold these for many years. No longer available at the Howells website either.

Other models like the Uberti 1860 army are still listed for sale and not marked discontinued.
But for some of these other models' stock is flagged 'Very Low' on the Howells site.

Walker conversion cylinder Uberti (Pietta never made a Walker): Lots of them in stock, no low stock warnings on the Howells site.

I'm not sure what is going on. Production problems due to covid perhaps? Is Howells considering not making conversion cylinders again? I don't know. But Midway has some of the most popular models of Howells marked as 'discontinued by the manufacturer'.

I do not see any such problems with Kirst. But they are more expensive and some are not as easy as fitting as just drop in.
