    FFL03 Out of State C&R Acquisition WITHOUT a COE?

    Do I need a COE to buy a C&R firearm out of state? Or is my FFL03 all that I need?

    Unfortunately the CA DOJ is taking forever to renew my COE this year for whatever reason so my COE is still expired for the time being. However, my FFL03 is still up to date.

    I've been going over my copy of California Gun Laws (2021 - 8th Edition courtesy of CRPA) as well as the CFARS reporting website. The book doesn't bring anything up about the COE until it comes to in-state firearm transactions. Meanwhile, the Curio or Relic Firearm Report page on CFARS doesn't even have a box to fill in your COE number.

    So an FFL03 is all you really need out of state, right?

    No one outside of Commifornia cares about a COE.

      If you personally travel out of state, you can acquire C&R handguns and long guns and return with them, no COE required

        I assume no one cares about COEs outside of California, yeah. What I was more worried about was buying a C&R handgun out of state and reporting it on CFARS when I return to California only for the CA DOJ to flip out because I didn't have an COE at the time.

              The only time out-of-state vendors/sellers requires a CA resident with a valid C&R 03-FFL to have a valid COE is when they receive an order to ship ammunition to that CA resident's address.

              Beyond that, out-of-state vendors/sellers do not care if a CA resident with a valid C&R 03-FFL has a valid COE or not.

              CA laws do not require a CA resident with a valid C&R 03-FFL to have a valid COE in order to legally import C&R firearms that they legally acquire while physically outside of CA. [PC 27585(b)(1) and 27565]

              CA laws requires a CA resident with a valid C&R 03-FFL to have a valid COE in order to legally import ammunition that they legally acquire outside of CA. [PC 30314(b)(5)]

                Don't even bring a COE copy with you out if Ca.

                If you show it to a out of Ca FFL all you do will confuse them.

                  And you don't want to do that. Most are confused enough when it comes to C&R firearms.

                  Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

                    Agree re out of state. I usually shoot the breeze a bit before taking out the C&R because just having CA residence can cause problems.

                    I frequently buy at out of state gun shows using my C&R and on occasion was from a CA FFL. Joked "how does CA know whether we did the deal in or out of state?" at the time but, with CA DOJ tendencies to be weenies, how do they know? If I lay down my C&R only and there's no way of CA DOJ knowing - do they get all hot and bothered?

                    That CA DOJ hasn't contacted me, maybe I've answered my own question.

                      Mine took about almost 4 weeks to renew. They finally emailed and asked flr my FFl number, and approved it about 24 hours later.

                        So did we ever figure out if they are asking every COE holder for their 03, or just the folks who checked "collector"? Are they fixing to restrict COEs for "good cause" or some such?

                          I was asked for my FFL03 number when I renewed my COE. I'm going on about 60 days and still waiting for my renewal to get approved, it just shows "In progress". I tried calling and no one picks up the phone. Beyond ridiculous.

                              Make photocopies just the license part (I do double sided), card is for showing off among your personal friends.
