    Applying for C&R again

Sorry if this has been covered before. I have searched but can't find a specific answer to my question. I used to have a C&R license and a COE like 10-20 years ago, before it all went online. What is the most efficient way to go through the process (i.e., do I complete the C&R application first, then get the Live Scan for the COE? Or is it better to do the COE application first, then apply for the C&R)? I thought I read somewhere that the COE has a box to fill in for the license #. Anyhow, would someone kindly hold my hand and let me know what the smartest way to go about this is? Thanks in advance.

Do them at the same time.

The COE is now done all online. They do ask why you are getting the COE. There's no legal reason for the question. You can put; if you want, that you are applying for an 03 C&R FFL. Or, when they ask you why are are applying for one you can reply with your own question asking them to provide the PC for their question.
    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
