    C&R PPT and Questions

    Hello, apologies if this has been posted before or this is in the wrong thread, but I wanted to clarify something in regards to PPT of C&R long rifles with an FFL 03 and COE.

    Can I do the "Collector In-State Acquisition of Curio or Relic Long Gun Report" on the CFARS website instead of mailing out BOF 961? Is this the only thing I need to report in regards to a PPT of a C&R long rifle with a non-licensee (NL to me) and is there anything I should do as well, such as a bill of sale?

    Another couple question I had with regards to C&R: Do I need to log C&R firearms that I have acquired prior to FFL 03 issuance? Also, when exchanging information to my FFL 01, do I just need to give them a copy of the top portion of the License and a copy of my COE or is that information I just need to show them when transferring or purchasing a firearm?

    File the report online, the in-state form if you acquired the gun in state. You have 30 days. I usually wait until the 29th day just in case I acquire something else in the interim, so there is only one $19 fee.

    Out of state acquisitions have 5 days after bringing the gun into the state, to file the out of state form. I would also do this online.

    You should log the DL# and address of the person you acquired it from into your bound book, if they will give it to you. Or take a photo of their license. Log as much info as you can about the person you are getting the gun from.

    Logging guns you acquired before you got 03 FFL is optional.

    When presenting your 03 FFL to another FFL, you give them a signed and dated copy. And if they need your COE you give them a copy.

    Never sign your original 03 FFL. Just make copies as needed because each FFL you give it to will need a freshly signed and dated copy for their records.

    I also make a copy of my 03 FFL with my address deleted, for times when I need to give a non-licensee a copy of my FFL - such as when I am acquiring guns or ammo from them.

      Curious, why should?

      ATF Bound Book sample page only ask for name and address, no slot or space for DL. Are we collecting more than necessary? or

        Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

          My very nice bound book says "name and address or name and license number". Maybe it refers to FFL number and maybe not.

          But if it ever comes up that ATF needs to know who I got a gun from, I want as much info as I can get them to keep them moving along down the line in their investigation.

          Even in free states when doing private parking lot transfers between non-FFL people, it is common now for these folks to take a pic of their DLs.

          When a non-licensee sends/ships a gun to a 01 FFL, almost invariably the FFL wants a copy of the DL of the sender. And when doing a PPT at a CA FFL the DL of the seller is photo copied and added to the dealers record or packet for the transfer.

          The question should not be are you collecting more than necessary, the question should be are you collecting enough to cover your rear end if something ever comes up - like say a gun in your possession has been reported stolen.

            (f) Firearms receipt and disposition by licensed collectors.

            ...(for acquisitions)
            The record shall show the date of receipt, the name and address or the name and license number of the person from whom received

            ... (for dispositions)
            In addition, the licensee shall cause the transferee, if other than a licensee, to be identified in any manner customarily used in commercial transactions (e.g., a driver's license), and note on the record the method used.
            That second part seems to say that you must ID them when you are disposing a firearm to them, and note in your record how you ID'd them. And to me, it also seems prudent to do the same for acquisitions.

            Also at that link you will see the format for each column of the book, as specified by regulation - forget any sample book you have seen and go by the CFR.

            For acquisitions:

            Name and address or name and license No.
            For dispositions:

            Date of birth if non-licensee

            Driver's license No. or other identification if non-licensee
