    CA DOJ response to COE application

    I sent both my FFL 03 and COE application on the same day. Haven't heard back on the FFL but I did receive the following response from CA DOJ:

    Please provide your Federal Firearms License (FFL) Type 03 Collector of Curios and Relics FFL number in the comment field. If you do not have an FFL03, please indicate the reason for wanting a COE in the comment field.

    Anyone have recommendation on how I should answer? Should I just wait until I get my FFL number (assuming I'm approved)?

      I had the same issue. Don't try calling, nobody answers and there is no voicemail.

      I emailed them and told them I was waiting for my FFL. I finally got a response back from them saying they changed my application status back to in process and they requested that I email them my FFL once I receive it

        I'm hoping there is another answer other than this. We all know that telling the DOJ that the statute doesn't say this or that is a fools errand and is likely to result in my application being rejected.

          Does anyone know how long their processing time is now?

          I submitted my renewal earlier this month, they asked for my 03 ffl number (I gave it), still waiting....

            Took 'em about 3.5 weeks for mine.

              Submitted mine 10/20/2020 and I fudged it twice so it was approved 11/21/2020

                Once I gave them my 03 FFL # with a copy of my current Read ID DL, my status changed to approved the same say, I think in less than an hour.

                  Tell them you need the COE under the provisions of to purchase ammo in state because the system may fail to recognize you through DL, alone.

                      Exemptions for a CA resident with a valid C&R 03-FFL:
                      1. Importing a C&R firearm that they physically acquire while outside of CA without needing to utilize a CA FFL dealer. [PC 27585(b)(1) & 27565]

                      Exemptions for a CA resident with a valid C&R 03-FFL and valid COE:
                      1. No 10 day waiting period when acquiring a C&R firearm from a CA FFL dealer. [PC 27670]
                      2. No 1 in 30 day wait on handguns. [PC 27535(b)(9)]
                      3. Can be used as proof of CA residency. [PC 26845(b) & 11 CCR 4045 d.1.]
                      4. When acquiring C&R firearms, it is an exemption to needing a valid Firearm Safety Certificate. [PC 31700(a)(6)]
                      5. When acquiring C&R firearms, it is an exemption to needing to do a safe handling demonstration. [PC 26850(h) & 26860(g)]
                      6. Acquiring a C&R long gun from a non-FFL inside of CA without needing to utilize a CA FFL dealer. [PC 27966]
                      7. Acquiring ammunition from a person within CA without needing to utilize a CA DOJ licensed ammunition vendor. [PC 30312(c)(6)]
                      9. Either online or in person, importing ammunition acquired out-of-state without needing to utilize a CA DOJ licensed ammunition vendor. [PC 30312(c)(6) & 30314(b)(5)]

                        Because I can and like to waste money on a stupid license tbh. Haven't actually been able to utilize it but I'm not giving up.
