          Generally it's unnecessary - all the transfers inside CA require either DROS or self-reporting, so as long as everyone follows the law, the change would be reported.

          Selling out of state is different, since no paper goes to CADOJ; it might be useful to file the NLIP, but were I the buyer, I'd be pretty hostile to the idea of passing on my out of state info to CA.

          Certainly it used to be the case - maybe 10 years ago, IIRC - where CA DOJ would not accept the NLIP due to problems of suspect submissions.

          Someone has already noted the (in)accuracy of AFS; I just don't see how filing the NLIP is beneficial.

          But if anyone wants to fill it out, it's free to file.
