          ya ive heard of this happening about 1.5 years ago via spoken word from a collector friend of mine in santa barbara. he said the woman was new on the job and was inspecting 03 peoples safes and such, records whatever, he gladly forfeited his FFL03 by sending in a hand written request.

              Reason for visit was I applied for a C&R FFL and they wanted a pre-issue inspection / education meeting.

                Before you mentioned this, I was wondering what they would be inspecting if you didn't even have an 03 FFL yet?

                  AFAIK, they will sometimes do an pre-license interview to make sure you are aware of what an 03FFL is to be used for, and what it isn't to be used for.

                    Yep - part of an effort to educated new FFL holders on the record keeping part. Seems that through inspections they have found many C&R holders not keeping good or adequate records.

                    Today was the visit. The agent was super nice. She said that the FFL should arrive within 4 weeks.
                    This begs the question... Was she hawt?

                      Reason for visit was I applied for a C&R FFL and they wanted a pre-issue inspection / education meeting.
                      In my opinion, this is a huge waste of time, redirecting resources that could be used to make FFL 01's safer. I also don't see any right of inspection in 27 478.23 BEFORE the license is issued.

                      I was concerned earlier about agents noting serial numbers and taking that list with them, effectively registering a gun. 27 478.23 IS clear on that:

                      (d) The inspections and examinations provided by this section do not authorize an ATF officer to seize any records or documents other than those records or documents constituting material evidence of a violation of law. If an ATF officer seizes such records or documents, copies shall be provided the licensee within a reasonable time.
                      So, unless you have broken a law, they may not take copies of your records.

                      Perhaps there is an underlying issue that we aren't aware of, and there is rampant lawbreaking going on which is enabled by the 03 provisions. I doubt it, and making a bunch of mauser and mosin hobbyists exactly toe the line is silly.

                        The quote refers to original records. Nothing prohibits making copies of those records.
