Question on entry into bound book.

    Question on entry into bound book.

    If a WWII bolt-action military rifle is acquired. And it is original configuration, but not original condition (was refinished and a new stock) should it be entered into the book?

    I'm thinking ATF put out a technical memo stating "original configuration and condition."

    I acquired it though a dealer via DROS, FSC, and 10 day wait. But, I am licensed as an FFL-3.

    Is the safest route to enter into the book?
    And, does anyone recall that memo about "original configuration and condition?"

    I'm pretty sure if you DROS'd it, you don't need to log it in.

      I've seen people argue both sides of the aisle on this one. My take is that since the requirements state you log all C&R you acquire and not "acquire using your license", I am supposed to log everything. That's what I do.

        That is the way I read them as well. You don't "Use your license", you "are licensed".

        478.125(f) Firearms receipt and disposition by licensed collectors. Each licensed collector shall enter into a record each receipt and disposition of firearms curios or relics.
        Seems pretty clear, "each receipt and disposition".

        Never seen anything about "original condition", and be really surprised if it existed, simply because there are very few firearms made over 50 years ago in "original condition", regardless of how they were stored. Even if every part is original, it isn't in the same condition it left the factory.

          Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
