One thing you can do with FFL03 + COE is: purchase a C&R rifle and have it shipped directly to your front door. Skip the hassle in a FFL01 transfer or the 10-day waiting period for C&R rifles.

    This one is for sure.

    However,
I'm not 100% sure about other combination of certificates / their applications therefore I don't want to give you misleading information.

    The potential ones are:
    1. waive 10-day waiting period for C&R handguns.
    2. Ship C&R handguns directly to you.
    3. no more 1 handgun per 30 day rules.

Please have someone to clear the doubts for the listed items.

An O3 FFL and a COE will allow you to buy ammo online even with the new regs.

Provided you can get them to ship to you.

What about buying out of state and bringing it back???

I am curious for those who mailed in renewals, was the new certificate backdated to the date the old one expired?

The date on the DOJ cover letter is dated Aug 15 informing me my COE will expire Oct 12. There is also a Oct 12 expiration date on the renewal app. I mailed back to the DOJ the signed and dated app along with a $22.00 check on Aug 17. Cover letter and app does say to allow for 30 days for processing. As of yesterday (Sept 1) the $22.00 check has not posted to my checking account...

This is my first time going through the COE renewal process so we will see how this goes...

My COE expired Aug 22. I had sent the DOJ a check and renewal letter at the end of July. As of two days ago, they cashed the check in mid August but have not sent me the new COE. Typical government efficiency.
                  And so it goes...

do you have to wait for their renewal letter or can one be proactive and get it in earlier?

Sent in 7/25. Check cashed 8/10. As of today, still have not received my COE and it expires tomorrow. It is going to screw up my CMP order now since I do not have my renewed COE.

Well, I just called the number and they indicated that there is a huge backlog for COE processing. While I was told there was one person processing 10,000 COEs, she made mention of someone else handling my particular app as she could not find it.

Apparently CA DOJ has shifted people around so that there are fewer assigned to process COEs.

This really sucks that they cannot process the renewals in sufficient time to get them out before they expire -- they are not making the "30 days for processing" standard on the renewal notice.

Mine expired today. Renewal sent on July 14th, check cashed on August 4TH and still no COE.
And these are the people that our idiot lawmakers believe can do instant background checks for ammo purchases.

I'm assuming you're wondering if by getting a COE, DOJ will be able to inspect, like they can with an 01FFL. No, COE does not give DOJ the right to inspect. That only applies to ATF with your 03FFL, and that rarely happens with 03's.

                                2. Ship C&R handguns directly to you. NO. ALL handguns MUST go thru an 01 FFL. The only exception to this is if you physically take possession of a C&R handgun while you're out of state. Once you bring it into the state, you have 5 days to fill out and send in form BOF 4100a.
                                3. no more 1 handgun per 30 day rules. While that is what the law says, DOJ has taken it upon themselves to define it as only applying to C&R purchases. There is a lawsuit ongoing.

Also, having the 03/COE combination will exempt you from the upcoming ammo laws.
