    If the buyer has a 03FFL & COE, get a copy of both, give him a copy of your 03FFL, exchange the rifle for the cash and call it a day. There is no need to get a 01FFL involved. Just be sure to record the disposition (sale) of the rifle in your bound book.

    CA Penal Code 27966 exempts 03FFLs + COE holders from having to go through a 01 FFL to purchase C&R rifles.
