ATF does not state that "VFG's are illegal" but that a second handgrip on a concealable pistol creates an AOW. so even though it may be an HFG doesn't mean that it wouldn't be considered an second handgrip that woul create an AOW

A pistol with an overall length greater than 26" becomes an "other", not to be confused with AOW. You can add a vert grip to a pistol with an overall length greater than 26" without doing any paperwork or needing a tax stamp

Not exactly. If it has an OAL of +26", it is not a "pistol" or "handgun" in the first place. It is simply a title one long gun.

I don't care about the vertical grip. Can you tell me if an AR pistol over 26" "a title one long gun" is legal in CA and Federally , without a stamp or license? My designs of an A2 buffer tube and 12 barrel would be over 29 inches. Thanks
