you have a "blemished" lower, which means "cosmetic blemishes," which means scratches, etc...
not defects. huge difference

Use a combination of the advice already given. Hold the lower receiver with a lower vice block, and use a punch to push the displaced metal back towards the castlenut, then use a wrench to break the castlenut loose.
After you get the castlenut loose and carefully remove the takedown pin spring and buffer retainer pin and spring, you can remove the extension tube, and use a file to take a little off the lip/edge of the extension tube to allow the tube to thread further onto the lower receiver.Comment

UPDATE
So, I tapped the metal back with a punch and used my Dremel to removed as much material as possible. I then easily loosened the castle nut, pushed the end plate out of the way, and gave the buffer tube a full rotation. It landed in the correct position, exactly right up against the buffer retaining pin, bingo, the sweet spot. I then tighten everything up and seem to be GTG.
So it does indeed look like the lego kit assembler at PSA did a premature staking on this lower. I did email them the day I posted this thread and they still have not responded. Not a problem though as I now know why they call it a blemished lower, you will blemish it fixing their ****-up! That said, I got this at a great price, just wish I had known the problem to begin with and it is a matter of concern that some shooters may be fielding this type of "blemish".

They've been good so far, but as mentioned by another poster, that is not a blemish issue, it is a functional issue with the potential to really eff up your day. I just emailed them and let them know I resolved it but to differentiate between the two in the future... I'm sure they care, ha.
But yeah, I recently did an ammo order from them, but they ran out of PRVI 762, so they took a hit and sent me Federal XM80. I was more than happy with the trade out. They are good in my book. I'm just glad I caught this issue before taking the lower out for some sexy time.
