It they were sold disassembled (limiter or not) they were just "rebuild kits". Once assembled (assuming they weren't assembled to rebuild a legally owned normal ["high"] capacity magazine) they needed to be "permanently" altered (permanently was never clear, ie: is a rivet permanent? is epoxy permanent?). That said I believe there was a law passed that affects both these case but I haven't kept up on the details.Comment

There is no DOJ definition for permanently altered. Calgun's member CWDraco has some good information about permanent being a period of time, not a feature. As long as the magazine is assembled and can never hold more than ten rounds while assembled (because once it is disassembled, it becomes a parts kit and not a magazine), it is considered permanent. To remove the magazine block, the magazine must be disassembled, and therefore is no longer a magazine.Religion & Govt. will both exist in greater purity, the less they are mixed together. Awesome news.... I have about 20 assembled with a 10 round limiter so a long as they stay that way then they are legal?

Ok so I just did my research. The bill was AB 48 (ignore the section 32310 as SB 396 did not pass). So as far as I can tell the bill states it will be a crime to import, sell, or buy a magazine rebuild kit of greater than 10 rounds. It does not appear to impact your existing 10/20 or 10/30 magazines that already comply with the law (ie: permanently altered). It also does not appear to impact your ability to purchase 10/20 or 10/30 magazines that have been permanently altered but IANAL...Comment

Be reasonable; the OLL, featureless guns, Bullet Button, blocking 30 round mags down to 10, and whatever other work arounds, have never been to court and got an official ruling on what is legal and what is not. It was only when I saw S&W selling AR's did I think it might be legit.Comment

I find it hard to believe that if you were to be found with 30 round magazines that had the magpul insert limiting it to 10 rounds capacity that you would be charged with anything or have said magazine removed. It would be painfully obvious to even the dimmest bulbs out there that you are following the spirit of the law.Comment

Permanent is : 1 of the 5 peices of the mag is replaced. If the limiter is removed it's an incomplete mag. If the DA were in the courtroom and went to modify the mag to accept more rounds, the DA would have just created a hi cap mag in court.
Needs no epoxy or rivet because it only contains parts to a 10rd mag.
