Most lowers are mil spec. Just depends what logo you like. Also a Two Stage NM trigger would be nice.

Most lowers function just fine, it is all in the eye of the beholder.
Get the lower parts kit from a major manufacturer, i. e. RRA, Armalite, Bushmaster, Colt (mixed reviews on DPMS)etc.; don't try to save pennies here.sigpicComment

To be fair to the OP, he wasn't just asking about the lower. He also wants to know about parts kit and the like.
To that end:
Most Lower Parts Kits are the same, but I like that I have an LPK from the same maker as my lower (CMMG for both).
Triggers: you can go crazy in a few different routes here. I have a 3lb skeletonized Timney single stage trigger. Haven't fired it yet, but even just dry firing the trigger breaks so smoothly it has to be felt to be believed. Others prefer two stage triggers; not sure which is best but many like LMT.
Stock: Magpul UBR may be the nicest (or at least most expensive) collapsible stock available as of now.
Pistol grip: Hogue grips are nice, but if you want battery storage and pretty colors you may prefer the Magpul MIAD. I'm ordering a few Armalite's today...somewhat surprised to find them as they're typically sold only on complete rifles. Figured they'd be fitting for a few uppers Armlite tempted me with during the Christmas sale.
