            I don't see any possible way that would be legal. That's like saying putting a snap cap every 11th round in a regular box magazine makes it a non-hicap. yeah...not so much.

            12020 (c)(25) As used in this section, "large-capacity
            magazine" means any ammunition feeding device with the capacity
            to accept more than 10 rounds

                To the OP, just drilling some holes in the top of the flash suppressor is not enough to negate it's flash suppressor status. Now if you welded up a washer on to the front like a muzzle brake and did the holes, you'd likely be fine. As is, you're asking for trouble.
