    Banned AR Lower or not?

Looking at an AR lower receiver out of state, good deal because he needs the money. Question: Is this lower ok in California or is it banned?

The flowchart, page 2 shows that "DPMS: Panther (all)" is banned.

This receiver is a "DPMS Panther Arms TM Mod. A-15"

Are the banned receivers model named "Panther", or are all "Panther Arms" banned?

Thank you for helping us understand the California crazyness.

The DPMS Panther Arms Model A-15 is not listed in my opinion. I have seen these lowers an Panther Arms is in the title of the roll mark logo, not in the model. It clearly says Model: A-15.

I personally wouldn't own one, but I think it is an OLL. All of the new DPMS stuff that is coming in from the factory with a Bullet Button simply says, "DPMS Model A-15".

When there are so many other lowers out there with absolutely zero ties to the Kasler List, why tempt fate?
www.tenpercentfirearms.com was open from 2005 until 2018. I now own Westside Arms.

          So the results to date:

          2 Bad idea, avoid
1 Legal but would not do it

Thus far the experts are telling me to avoid this awesome deal, but are they correct?

It could probably be challenged in court, but it would be pretty easy for the DA to decide to press charges even if you were going to win. It's a possible mess that is easily avoidable, why bother?

+1. They will get a conviction unless you have $$$ to spend on a defense. If I was a DA I'd charge you and see if i could get a NC plea out of you, if not its no big deal to go to trial.

DPMS Panther (all) is banned. So its not a stretch to sell it to a jury... it says "Panther" and A-15 would be included in (all)

Exactly, and with so many other lowers out there not on the list there isn't any point in it.

The deal can't be all that great to take a chance. There are quite a few stripped lowers in the $60-$70 range. Anderson Mfg. has their stripped lowers for $70.
Using gun control to stop crime is like trying to put out a fire with gasoline!
You don't have to get permission to exercise a RIGHT. If you have to get permission or can be told no by the government it is no longer a right. IT IS A PRIVILEGE!

Be on the safe side and just buy a new lower.

Unless that spanking deal is free I wouldn't bother.

I wouldn't take it even if it was free. Why risk your rights, money and time over a roll mark on the lower? It won't make your rifle shoot better or be more valuable.

The risk is not worth the $100 you might save.....

After transfer fees and shipping, it's going to be MORE expensive than half the lowers you can grab anywhere in CA. Just stick with the tried and true.

Curious, what is a good price to have a stripped AR lower in hand and out the door in California right now ? All total...
