best out of the box bolt gun under $1000.00 mainly targets out to 600 yards

Remington 5R or 700P in my opinion, is the way to go. I have both and they are both 1000 yard rifles. The 5R is in .300WM and is good past 1K. I have a Leupold Mark 4 on my 700P and a Millet LRS on my 5R and I would recommend both of them. There's a lot of great rifles and a lot of great scopes for $1000 or under, but I know these 2 setups work. I've also used a Vortex Viper, a SWFA SS 16x, and a Zeiss Conquest 4-14x on friends guns and they seemed pretty nice too.
