I prefer the remmington over the savage so I would get the 700 sps varmint or the 700 sps if you want a shorter barrel in 308.

As far as a scope I just picked up a Vortex Viper PST Rifle Scope 30mm Tube 6-24x 50mm Side Focus 1/10 MIL Adjustments First Focal Plane Illuminated EBR-1 MRAD Reticle Matte for $900 and it is the best scope for the money that I have ever seen. In my opinion it is a poor mans nightforce and on par with there quality for a lot less.

I would go for a Rem 700 sps varmint or tactical, then put the rest of the funds in a scope, bi-pod, and other accessories.

Savage 10FP in 308 is best bang for the money. Very accurate, about $550-600. Gun has everything you want in a target rifle: great trigger, heavy barrel, free-floated stock, oversized bolt handle.

Remington 700 Tactical is good competition as well. About 550-600. However, this gun does not free-float the barrel when it rests on a bipod.
You can upgrade to the 700 Police for about $800 used, and it comes with a good stock and free-floats the barrel.

Tikka T3 Varmint is an excellent choice as well, extremely accurate and it looks mean too. About $750.

I would not get a Weatherby if I were you. Not because it's a bad gun, but because it doesn't fit your purpose of long-range target shooting. Their rifles are mostly hunting guns with pencil barrels, and the sub-moa varmint model runs over a grand which is a ripoff considering the 10FP will shoot at least 1/2 moa and its half that price. Same goes for the TC, they don't strike me as target rifles which is what you want (I'm sure they'd make great hunting rifles).

There's a reason why most of the shooters at the long range line have Remingtons, Savages, custom bolt guns, or the occasional Tikka/Sako.
