I agree, I love my 10-22's. Probably one of my fav rifles in my safe. If you want a little more firepower .223 is a good choice as well. I tried both the Kel-tec and the Mini-14 and the Mini-14 now has a good home in my safe.

Um... first and best answer? Stupid board won't let me post with just +1 as an answer. Anyhow, the above will fit your needs perfectly. No need to look further.

Cheap, easy to learn, easy to operate. This is the classic first gun gun.

I don't even have a 10/22 yet and that's still my first response.

The standard 10-22 should come with a scope mount rail, at least mine did 20 years ago...
Then you just need the rings.

My 10-22 purchased new at a store called Gemco back in 1982 still fires as accurately as the day I purchased it, and is still the most cost effective fun plinker in the safe. Although, now I tend to use the AR more than anything else, and if this war ends, I'll start shooting the crap out of surplus .308.

standard 10/22s don't come with a scope rail these days, in fact I'm not sure if any of them come that way from ruger...

                        10/22. Fun little guns.

If only Ruger didn't do the letter thing. That might dissuade you from buying one, as it did me.

Depends. If you are plinking dumpster sized tin cans or just dumpsters.....

What about a Marlin 60? I'm picking mine up tomorrow.

I think the Ruger 10/22 has a model with no sights that you can put a mount, rigs and a scope on. Might be a good idea to check their website though to make sure i am right.
