First AR and questions about staying legal

Im putting together my first AR and I had some questions about staying Ca. legal. So far my lower is complete. C3 lower. My question is are all the upper recievers no matter who they are made by CA. legal? example, Im looking on the ban list and I see that the rock river A4 flattop is on the ban list. Rock river makes a upper that is a A4 flattop, does that mean that the upper is illegal? Sorry for the newb question, but I have to start somewhere and I heard that this site is the place to ask.

      What is a "band list"?

Pretty much all uppers are legal in CA, even ones with bayonet lugs, as ling as they are at least 16 inches or 16 inches with a pinned muzzle device.

Rock River Arms is not a band. They are banned in California.

DD, BCM, LMT,LWRC, Noveske, ADDAX, JD Machine, CMMG, Stag, Doublestar, Del-Ton and on and on and on. You're at a point you need to do ALOT of reading and shopping around.

My understanding is that there is some grey areas with the RRA lowers and compatible uppers. I believe you can buy some RRA lowers, but when you combine them with a certain type of upper, you have something that is technically ON the list.

Uppers of legal length generally are not illegal. If you want a RRA upper, get one, just make sure it has a barrel that is 16" or equal length with a pinned muzzle device.
