I have been hearing conflicting stories on the best barrel rate of twist for target and plinking loads. I hear 1 in 7 is what I should get but see 1 in 9 more often. Any advice on what the pros and cons of each might be? This is for my first AR build. Thanks in advance!

This is what I've been told. And go by.
1:7 for dropping body's
1:8 for custom rifles/groups sizes
1:9 for plinking/lower end rifles -
If you think nobody cares if you're alive, try missing a couple of payments.

first rifle? buy a complete upper and shoot the **** out of it.

45gr Varmint to 55gr, 1:12-1:9 is optimal, but a 1:9 will still stabilize up to 77gr
62gr match shooting? Stainless bull barrel with a 1:8 seems to be preferred.
1:7 really is not needed by any civilian.
Manufacturers make what people want. People want 1:7 because the military uses 1:7 (to stabilize their longer tracer rounds).
1:9 really is the best all-around twist. Run a 45 or a 55 through a 1:7 and there's a good chance that you'll spin the jacket right off of the bullet.- Rich

have fun building it and shooting it. You can always build another one in 1:7 if you feel its necessary for your purpose.Comment
