Purchasing complete lower question

Question for the experts. Say I purchase a complete lower online outside of CA and it DOES NOT have a Bullet Button installed.

Can the seller uninstall the grip and collapsible stock and ship it unassembled to make it legal to ship to an FFL in CA?

What if it ships like that but the invoice/sales receipt says Complete Lower Receiver? Will that make a difference?

Why don't you just have them install the bullet button instead of having them take off the stock and pistol grip which exposes all kinds of springs and detents?

For what its worth, plenty of companies will sell complete lowers to CA WITH bullet buttons installed. I have an LMT lower straight from the factory with a BB installed.

Some FFLs don't care if your receiver has a mag lock or not. On the other hand, many do as a CYA type of thing. Contact your FFL and ask them their policy. If they require one, have the seller put one on for you. If not, just make sure you swap out the mag release for a mag lock before you put a centerfire upper on your lower. And don't forget to post pics

none of my FFLs care if the lower comes with a BB. it shouldnt matter so long as the stripped lower is legal to own. dont see what difference it'll make on the invoice. if you receive all the parts no matter assembled or in pieces, you're still receiving a complete lower.

I hear ya both. The seller was just selling stuff specific to RRA complete lowers and sold out of the ones that had BB installed. So now he only has the ones without BBs and doesnt have or sell BBs, just the complete lower configs. I talked to FFL and we went over the config and he said he would only accept if stock and grip were not attached. Even then, if he accepted it complete without BB installed is that legal?

YES. Still legal. A lot of people think that if you have a lower with evil features and no mag lock installed, it's automatically an AW. That's not true. It becomes an AW when you install a centerfire upper on top.

Be careful when buying a RRA lower. Some are banned by name.
