Do I Understand the Calguns Flowchart Correctly?

OK, I know this is a basic question, but better to be absolutely certain I understand the Calguns Flowchart before I purchase a complete upper for the S&W M&P-15 stripped lower I just purchased.

So first, I don't see the S&W M&P-15 listed in appendices A, B, or C and since I bought it from City Arms in Pacifica, a fully licensed CA firearms retailer, I presume I am legal so far.

Now here's the question: I am interested in buying a Rock River complete upper half with the same name as a model that appears in Appendix B. However, I am of the understanding that the names listed in Appendix B only apply to lower receivers (the registered part carrying the serial number) and should not apply to the complete upper that I am interested in. Is this correct?

You are correct. That combination is good to go.

        You're gtg.

The upper is not restricted (other than barrel length fed. & State) and as long as you're featureless, or featured with mag locking device, over 30" OAL with stock folded or collapsed, you're in the clear.
The way some gunshop clerks spout off, you'd think that they invented gunpowder and the repeating rifle, and sat on the Supreme Court as well.

Remember...this is the same state that requires you to lock your rifle and ammo seperately in your car while you drive with your loaded, concealed, permitted weapon under you sweatshirt...

You can lock your ammo and rifle in the same compartment.

Would a typical 16" RR complete middy upper with an A2 flash hider on a configuration using a fully collapsed Magpul CTR stock usually meet or exceed the 30" minimum requirement?

So then get a rifle case/bag that you can lock shut with a padlock, problem solved. If you can lock the zippers together and it can't be opened without removing the lock, you're good to go.

I really suggest a new chart be made. I was lost to all hell when I first looked at that chart when I was shopping to build an AR.

I can understand the OP's confusion..

there is a newer version of the rifle flowchart, that covers ALL rifles, not just semi-auto centerfire rifles, like the hosted version does. they just haven't updated the hosted copy to the latest version.

But if you think a new chart needs to be made to minimize confusion, you need to give examples on what is confusing, and how to fix it.

Do you want an AOW or C&R SBS/SBR in CA?

theres no need to lock your rifle or store the ammo in a different container....
handguns need to be in a locked container but you may lock the loaded mags in the same container... either way all firearms must be unloaded while in transport..
