"CompMag", I know there are other issues...

and the CA CompMag ain't really it, but having a mag that can also be topped off have been on my list of things I want to invent or see invented.

That seems even more important on guns like AR that have an extra step or two when reloading.

Seems like you always be trying to decide if you should swap out your 1/2 empty mag, meaning your throwing away a 1/2 full mag, or if you should run it dry then hope that doesn't happen at the worst possible time.

Could a little bit of tricky design make a detachable mag also work well with stripper clips, and be topped off with stripper clips but if it only takes 1/3 of the stripper the rest of the rounds stay on the clip A-OK?

In order to be CA legal, the CompMag needs to be properly installed, which prevents it from being removed without disassembling the action of the firearm.
If the CompMag can be removed without disassembling the firearm's action, then legally the firearm is not considered to have a fixed magazine.

Nothing prevents a person from adding more cartridges to a partially loaded CompMag.
Just pull down and lock the lever in place, then open the mag door to loaded more cartridges. After it is fully loaded, close the mag door and unlock the lever.

I was thinking about combining stripper clip loading and normal mags without regard to CA laws. Sort of problematic with AR because the mag well is so deep, but maybe a port could be cut into the lower's mag well to allow stripper clips.

It sounds like you're looking for an old FAB10 lower to use in conjunction with the FAB10 loading spoon. Yea, this has been available for over 20 years.

will look into this. $29.95 for a quality product certainly sounds reasonable to cover my Top Off Mag Without Swapping Mags Of An AR fetish, and only 10rds would be enough to make me feel more secure.

They mention they work with Magpul and other common mags so I take that to mean the BF doesn't know or care if its a CA locked mag.

I guess this is at least one thing I don't need to invent myself, and thats a relief.

I don't use either but here's another option.

If you're not considering CA laws then do a tactical reload. No different then what you would do with a pistol. You're not "throwing away" the mag. You're just making sure you're topped off to full. If you practice that is going to be way faster than any "topping off" device.

In your stripper clip example it assumes you know how many rounds to fill. Otherwise you're "throwing away" the partially used stripper clip device or grabbing another ... in that same timeframe or faster a tactical reload can be completed.

I am nto a huge fan of the meanarms "stripper clip" magazine loader. Works decent but didn't always load all 10 successfully and having a double feed in a locked magazine rifle is abhorrent

Anyone have experience with the BF-10? That seems like a cool device for a maglocked rifle it if works well/consistently...
