Selling an AR built from an 80% receiver

So, if one had an AR that they built from an 80% lower, and serialized back in early 2016 (when one could still choose and engrave their own serial number), could it be sold via PPT?

As long as it wasn't registered as an AW your GTG. If it was it has to be sold out of state.

Are you sure about that. I could of sworn that part of that new law they wrote in that home built firearms could never be transferred.

      Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

If the firearm is a semi-auto centerfire rifle, then answer the following:

#1. Is this made as a semi-auto centerfire rifle with a "bullet button" style magazine release?
~ If yes, then go to #2.
~ If no, then go to #3.

#2. Is this a Registered Assault Weapon?
~ If yes, then it can not be legally advertised for sale while in CA and can only be legally transferred to a CA FFL dealer with an assault weapons permit or transferred out-of-state through an out-of-state FFL dealer.
~ If no, then it's an illegal assault weapon. It is illegal to advertise for sale, transfer, transport, or possess in CA.

#3. Is this made as a semi-auto centerfire rifle that does not have any restricted features?
~ If yes, then go to #5.
~ If no, then go to #4.

#4. Is this made as a semi-auto centerfire rifle with a fixed 10 or less round magazine that can not be removed without disassembling the firearm's action or that is permanently attached in the firearm's magazine well?
~ If yes, then go to #5.
~ If no, then it's an illegal assault weapon. It is illegal to advertise for sale, transfer, transport, or possess in CA.

#5. Was this voluntarily registered with CA DOJ before 07-01-2018?
~ If yes, then it can legally be advertised for sale and transferred in CA.
~ If no, then go to #6.

#6. Was this registered with CA DOJ and engraved with CA DOJ info before 01-01-2019?
~ If yes, then it can not be transferred in CA (unless it is being surrendered to law enforcement for destruction) and can only be legally tranferred out-of-state through an out-of-state FFL dealer, as long as your engraved info complies with Federal laws/regulations.
~ If no, then it's an illegal self-made firearm. It is not legal to possess or transfer in CA.

CA has no control over transfers that don't occur in CA.

If by "the new law", you are referring to FMBUS serialized firearms, you are correct about transfers WITHIN the state of California but you are incorrect about transfers outside the state of California.

Do people actually buy lowers made from 80% by someone else? I would be skeptical to buy one that someone else milled out. Part it out might get more money although more hassle.

I wasn't necessarily interested in selling at this point, just curious if it would even be legal to do so. Based on Quiet's flowchart, it would be perfectly legal to PPT. Thanks for the feedback, all.
