I woudl liek some opinions on who makes the best complette uppers for AR in .223? Assuming the rifle is for LE/defemse use. Not competition. And price is not an issue.

The best is purely subjective, similar to who makes the best car? What type of food is the best? etc.
As far as quality uppers go:
POF, Noveske, RRA, Stag, Bushmaster.. so on and so forth.. -

I have a M4 style 16" Double Star upper which I bought at a very low price, and it shoots very accurately. I have a YHM folding rear sight and EOTech 512 with a tactical sling. That is pretty much all I need.Comment

There isn't a single best, but here are some starting point.
Noveske and MSTN build up some of the best boutique rifles, but both have big $ premiums for name.
JP builds unique parts and rifles that, in their appropriate categories, are hard to beat.
IMHO, I build the best uppers. Why? Because I can pick and choose exactly what parts I want and make sure it's put together to my specifications.
That's like posting in a thread asking about the best supercar how you love your Prius.

LMT gas piston upper, and LWRC M6A2 seem to be the most popular right now, followed by Noveske. I've never used one in combat, but my M6A2 is ridiculously smooth and accurate.Billy Goat Machine

The problem is questions like this is that what people tend to tell you what brand is the best is usually the brand they own. Their experience is limited to what they are using themselves and people usually cant see beyond what is infront of them.Comment

what is best? Your new upper will probably never be used to the point that it will be pushed so that you can define best. Just find one that fits your budget; operates without issues, and has the features you want. Soldiers use Colts and they are tried and true. I'd start there."I'm no school boy, I know what I like "

Well when the SHTF I know I can rely on my Noveske Recce low pro 16" middy. Ranks right up there with the best uppers on the market.
