So I bought the BRS47 recievers from Billet Rifle Systems. I asked them to ship it without the mag catch/release and they did to my FFL. I picked it up the set two days ago after the 10 day wait. When I register it I will put on the mag release (if they allow it, otherwise I'll sell it).

A gun without any mag catch doesn't have a fixed magazine, and could even be said to accept a detachable magazine. I wouldn't count on that to be legal.
A lower with a mag release and no other parts isn't an AW: it isn't semiauto, it isn't centerfire, it doesn't have any evil features. That's why I wasn't worried about mine. The only reason I bought it was to register it next year in the hopes that it will allow me to have a normal magazine release, otherwise I'll have to manufacture a mechanism for a fixed mag.

The law says "accept", not "retain". It isn't a risk I'd want to take.
