It will depend on the rings and the size screws they have. Try to find specs for your rings online. If not, there is plenty of info if you google "scope ring torque".

May sound stupid but check that you have your scope mounted properly, Elevation turret on the upside and left-right on the right side.Comment

Was the scope on another rifle before the 25-06? If yes did it shoot okay? If yes can you put it back on that rifle and see if it still works?
If not can you put it in a rest or solid surface? If yes place a white sheet of paper on your wall with a dot on it.Aim the gun at the dot then move the scope 25 clicks up then 25 clicks down.Did the dot move up and down then back to the original point of aim?
Do the same thing for the windage.
If the scope checks out okay make sure the base is tight then the rings.A torque wrench is nice but not necessary.Lynn Dragoman, Jr.
