          With a 200 meter zero

          Yugo M67 (122/123 grn.) ball will go 0-23 MOA out to 500 meters

          7.62x39 Handloads in a .308 barrel with 155 SMK will go 0-18 MOA out to 500 meters.

          .308 Win with a 168 SMK will go 0-16 MOA out to 500 meters

          A 30-30 Drops like a rock.

          A 300AAC/BO Drops like a rock

              Yowza, my Dasher only needs 7.125moa to get from 100 to 500.

              Sounds like polishing turds. It can be done but why.

                  OP, your needs seem based more on the round you will fire rather than the specifics of the rifle. If you need a bolt action rifle chambered for 7.62x39 due to your anticipated shooting locale there are better choices than a Remington 700 to be had. The CZ 527 Carbine was designed around your cartridge of choice and offers some nice features at a competitive price.

                      Because my 6mmintl only did 0-8 MOA out to 600 yards and it was not a challenge any more. Its not about the "Easy way out".
