You might find it surprising but Sierra Bullets does their 22 cal accuracy testing with the 223 REM. They also use the AR-15 extensively for their match bullet testing.

What is the budget?

My 1st bolt gun was a 700 SPS Varmint in 308.

My 2nd was a Tikka T3 in 308.

The Tikka T3 is such a ringer out of the box. With FGMM 168gr was getting consistent 1/2 moa on a stock rifle!
