Those two and the T/C Compass are going to be your best options. Depending on how soon you need/want to buy you could probably get either of these rifles for close to $200 (with rebate) around Christmas time.Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

Unless you're talking about a double barreled rifle which would cost tens of thousands of dollars and none come in .223. But then, that wouldn't constitute 'cheap' would it? Therefore the ONLY cheap option is a single shot, single barrel, break action .223.
The Baikal IZH94 is the only other option - two barreled (over/under) .223/.223, but they aren't made anymore, are very hard to find, and cost over $1,000. The OP never said what 'cheap' was, but I'm pretty sure $1,000+ falls outside of whatever range his definition is.
So once again, that brings us back to a single shot, single barrel, break action .223.
