Not necessary for any regular gun. Possibly debatable tiny fraction of a percentage for some kind of competition rifle. That knowledge is above my pay grade.

I had the same issue with a Savage hunting rifle that came with a Nikon hunting style/reticle optic. The picatinny/Weaver base screws were loose. Didn't know why my groups were all over 'til I checked.

Never did re-torque it instead sold it to a buddy, with disclosure about the base.

I'll go one better. R700 quit grouping. Found that 3 of the 4 rail screws had snapped. Had them drilled and tapped larger.

He started shooting the rifle again and you could visibly see the scope moving.
I am thinking the holes must be out of spec as too many rifles are having the same issue.
