    If you already have a 30-06 why not use it for 1000 yards especially if you already reload. You want a bullet with 0.500 or more G1 BC and work up a load that shoots well at 100 yards and 1000 yards is just another distance.
    A good crisp lightweight trigger will keep you on the target without jerking the gun.
    A different stock will allow the gun to track in the rest so follow up shots are smoother and quicker.
    A new barrel shrinks your groups to the capability of the cartridge you are using.
    If my only two choices were 308 and 30-06 I myself would take the 30-06 every time even if the 308 is considered slightly more inherently accurate because of the ballistic advantage it offers.

    If you want to build a completely new rifle a 7mm Shehane 284 Ackley Improved or the 300 WSM or 300 Weatherby would be my choice.
    Build it in a chamberings the F-Class or 600/1000 yard Benchrest guys use so all the guesswork is already done.

      I have a 30-06 that is my main 1000yrd gun. I shoot Berger 215 bullets and the performance is pretty stellar. I would definitely work with what you got. 06 is really versatile and can shoot some very heavy bullets.

        If you are thinking of shooting some sort of competition with it, the format and rules of that particular type of 1000 yard competition will end up dictating what you will want and need. Since I shoot FCSA sanctioned 1000 yard matches, I'll suggest getting/building a .510DTC or 50BMG, a BR shooter might suggest something in the 6mm or 6.5 mm family. While both an F-class shooter and a Palma shooter might agree on what the chambering should be, both will probably have vastly different opinions of the best 1000 yard build. Sorry, you've left too many details out for anyone to give you a good answer about what would be best for your wants and needs.

          It is but most guys poo-poo it because of the ammo cost and availability which are non-factors if you reload. A lot are just ignorant or mis-informed.

            The 30-06 was "the" cartridge for 1000 yard shooting in the 50s and 60s and it still works. It's main drawback is recoil. That is where the new 6 and 6.5mm cartridges are superior, with better BC and less recoil.

                For most target shooting, short action cartridges are more popular.
                Especially when you want to be able to keep your head in position on the gun while cycling the bolt.
                That's important in longrange shooting where you are self-spotting and then making a quick correction before the wind changes.

                            German A. Salazar used to have a publicly available blog post that had a bunch of good stuff on reloading 30-06 for 1000 yards.
