Because it's a CA short-barreled shotgun: PC in relevant part
    17180.

As used in this part, “short-barreled shotgun” means any of the following:

    (a) A firearm that is designed or redesigned to fire a fixed shotgun shell and has a barrel or barrels of less than 18 inches in length.
Note that this part makes no mention of a shoulder weapon or of smooth bore.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

Thank for all the feedback - that was great. Being a Native CAian - I sure get frustrated as a Can Killer with all these rules. Heaven forbid honest Tincan hunters who like guns own a pistol that fires a .410 round

I sure like both the Rossi Circuit Judge and the Taurus Judge. Shame I can't have both.

I'm going to do a little threadjack, but keep with the spirit of the thread.

I have been wanting a S&W Governor because I would like to be able to shoot 45ACP in addition to the 410. Is the Governor legal in Cal or do I need to wait until I leave next spring?

Same as the Judge... not legal.

California considers it an SBS (even though it has a rifled barrel) because it is designed to fire a shotgun shell and the barrel is less than 18"

                Thanks,
I guess I'll have to wait until I'm out of this cesspool.
