You need a Major use permit in every county I have ever looked at. You will then have to renew your use permit every couple years. This means a public notice and public hearing to get it and then every couple years to keep it.

I was pretty discouraged by the whole process because it is 100% politics.

You can not lease land from the BLM to create a range. The BLM is forbidden from creating any new shooting ranges.

Hey Matt nice hearing from you. The land itself cannot be lived on and no houses can be put on it is all I know so far.
Price is cheap only because the land can't be used for a home so his thinking was to turn it into a range. I think you and Shaun have met him at one or two of our matches.
I need to go look at the property lines to see how long of a shot is realistic.
He teaches short-range courses of fire now and getting range time just became impossible as his regular range burned down and he doesn't know how long the rebuilding process will take. Say hello to Shaun and you guys need to shoot a match with us.

There are a number of issues, as you have already discovered.
          Private?
          Public?
          Non-profit vs profit?
Each answer may send him in a different direction. Location will be largest factor, and all that goes with it

I have litigated some of the issues involving gun clubs. Most of the major issues have already been mentioned above. I would consider any adjacent property to be a possible source of an adversary. Don't overlook, that ownership of those adjacent properties, be subsequently sold to anti-gun advocates, and their claims of noise and safety would receive the attention of the political entity that issued the use permit or a liberal judge.

first step is to go down to the county and see what you are zoned for. If it is zoned as something that would allow a range then then step two is to get a permit to build a range. If its not then you need to get a variance or zone mod. You will need a county supervisor or other local elected official on board with this to make it happen. A GOOD first step is to engage your local county rep!!!!!!!! nothing happens with out their blessing

the permit will require a EIR with lead reclamation plan. That is not as complicated as it sounds. You will also have to post a Bond so if the county has to come clean up the place they have money.

once all that crud is done get some insurance for your new LLC and open up !
