I recall seeing some published info on developing new ranges. I think it is on the NRA website. https://rangeservices.nra.org/

Municipal approval (within any city limits.) Noise restrictions. Liquor license ( :-) ).

I believe the NRA has a lot of this stuff worked out, though I'm not really sure who you'd contact there.

The NRA range source book is a good place to start. It is a good read and overview of what is needed for safety in a design.

Most of the big bullet trap companies will also have the ability to help with design.

The big one is the support of local law enforcement and city council.

In my area, the residents all seem to want the police range closed. Good ouch getting city council to approve a private range

Power, water, sewage, handicap access, fire suppression, EIR, ingress and egress roads, width and grade may be dictated by the county or the Fire Dept. Use and building permits.

Yea it seems like lead is killing a lot of older ranges.

For an outdoor range, if you don't want (or can't) to buy the land outright, consider leasing the land from the BLM.

Lawyer to deal with whiney neighbors.

Cheapest route would be to go to law school yourself.

                        Don't think this works !

Probably they will 'see' it as a business . . .

Seems to me that the best way is to lease land and do it with a club/group.
Going it alone would be akin to opening up a restaurant. You will be a slave to the business and yeah you may eek out a living til you're old enough to retire but at that point you're pretty much have to give it away and all you have to live off of is SSI.

Where do you plan on buying land?

The idea has come across more times than I'd like, and I've just considered buying another house just to have rental property (and currently in the process of).

A friend of mine called and has some property that was a former hunting club with no houses or neighbors nearby he would like to turn into a range.
We have the lead mining equipment already and he wants to research as much as he can before going forward and making a huge mistake.
