416 is easier to machine WELL than 4140.
So if you spend XX amount of EFFORT on both chromoly barrel and a stainless barrel, the stainless barrel will generally be more consistent.
You can make a chromoly barrel just AS GOOD as a stainless barrel, but it's more work due to the nature of the material.

This is why the vast majority of custom rifles use stainless barrels.

The thing that stood out to me was when Boots said that he used the 416R that he used because he knew that the people making it were doing a good job. I got the sense, although he didn't put it in words, that it was really hard to find excellent quality steel for drilling regardless of type. Working with some old barrel stubs it's obvious that 416 machines easier, it's almost like working with 12L14.

The best barrel makers are very aware of the composition of the steel they are using. At times they've been at the "mercy" of what their suppliers can give them.

We're pretty fortunate now as the number of custom barrel makers has expanded, giving us more options and keeping pricing competitive and stable.

I think there are only two steel suppliers in the U.S. Carpenter and Crucible.
The best shooting heavygun barrel I ever saw in competition was made by Boots in 30 caliber. Unfortunately it wasn't my barrel it belonged to Bruce Greer out of Arizona.
For those that don't know Boots Obermeyer taught alot of the current crop of barrel makers the craft of cut rifling barrels.
