Savage axis 243 and 270
If by "modern", you mean "cheapest to manufacture", you are correct.
Multi-piece bolts and barrel nuts to set headspace are pure cost-saving features.

Savage was first to use round receivers, and receivers with solid top with smaller ejection port that require use of detachable mags to fully load, too. Do any high end custom target rifles have these features?sigpic

Low end custom receivers do.
High end custom receivers have integral recoil lugs and scope bases so they are not as cheap to manufacture as a simple round receiver.Randall Rausch

Here is the top and bottom of a high end custom receiver. The recoil lug is both keyed and removable and there is no magazine cutout as that would weaken the receivers strength. They use dual ports now which Savage copied on there target action line.
