If your not going to do Creacoat or Duracoat, Rust Oleum Stop Rust (the original white can stuff) holds up just fine to barrel temps. It will take 200-250* no problem. I painted an AR barrel with flat black and its solid.

Most of the muzzle brakes these days seem to be 90% gimmick and 10% physics. On a .308, you don't really need much. In fact, I'd go with a traditional flat port brake with a large bottom and skinny top as you just want to keep the muzzle down. If the rifle has enough weight, the recoil isn't going to hurt you, you main objective is to simply stay on target. If you go to a big magnum or super-sized cartridge, then get a brake with more rear thrust.

Any black brakes that are a good value, or are they a lot more?

Just go to Midway or any major gun store and look, I'd guess most are black to match up with most barrels that are painted black. A lot of guys just leave all the metal as steel color when it is replaced as to not waste money or time painting. There are some black brakes that I have found to be useful. These are the ones with a parkerized finish. The muzzle brake is one of the dirtiest and most abused part of the rifle. I like to have the parkerized finish as it tends to stay longer and is easier to clean.

does cerakoting hide machine marks or does the brake need to be polished first? Likewise, does the brake need to be bare metal before ceracoting or can you take an imperfect (partial blue, half stripped paint, etc but otherwise rust free) part and just go for it?

If you get one of the Schuler brakes just paint it, no tooling marks to be found.

Any good ceracoat applicator will be sandblasting the part before he sprays. The sandblasting removes any old finish.
