    Randall
The locking lugs determine were the cocking piece sits for the most part but I have hangers with 1/10 inch of offset already built into them. The action bolt hole keeps me from getting too far off as well.
I noticed today that the cocking piece worked better out of the stock then it did when it was in the stock.
While I am waiting on the parts to arrive I am going to bed it again leaving extra room around the cocking piece.
I am going to use it as a single shot only so getting rid of the safety is not an issue.
If the competition trigger doesn't work I will go with the 700 and make this into a project gun.

Seems like a lot of work, why not just start over with a 700?

I would start over with a BAT I have on hand but I don't want to lose any barrel length.
The Accu-Trigger is most likely not the problem here. I think the cocking piece or the trigger housing is at fault but I want all new unmolested parts.

Here is the response from SSS or SharpShooterSupply.

No sir, we do not have those parts.
I bought there competition trigger and sear and will get the rest of the parts elsewhere.

I gave the trigger away and its new owner said so far so good so I suspect it was the trigger housing or cocking piece.
I still have not received the parts from Brownells so I am thinking after Christmas at the earliest unless they are lost in the mail.
